Fatma Samba Diouf Samoura is a Senegalese diplomat, humanitarian and sports administrator whose career has taken her from the United Nations to the highest levels of global football.

Before joining FIFA, Samoura spent 21 years working with the United Nations, serving in humanitarian and development roles across several countries, including Nigeria, Madagascar, Niger, Guinea, Chad, Cameroon and Djibouti. Her work exposed her to some of the world’s most difficult humanitarian challenges and shaped her commitment to inclusion, equality and human development.

In 2016, Samoura made history when she became FIFA’s first woman and first African Secretary General, She was also the first Muslim to hold the position. Her appointment marked a significant milestone for women’s representation in the leadership of one of the world’s most influential sporting organisations.

During her seven-year tenure, she was involved in institutional reforms at FIFA and championed greater opportunities for women in football. FIFA established a dedicated Women’s Football Division during this period, while the organisation also recorded increased representation of women, including in senior management.

Samoura also became a strong advocate for using football as a tool for social change. She has spoken about the ability of sport to bring people together, challenge discrimination and create opportunities for women and girls.

After leaving her position as FIFA Secretary General at the end of 2023, Samoura’s career continued to reflect a commitment to leadership, diversity and gender equality. She has received international recognition, including induction into the International Women’s Forum Hall of Fame and the inaugural World Football Summit Lifetime Achievement Award.
